Nope , as alway`s they will invent a way to pass by this systeem , and as long as you have stupid tourist that go and rent those jetski with out looking in to any precausion matters they will be fuck by the Thai sammers over and over again

It certainly sounds a step in the right direction for as long as the person taking 'charge of the beach' does not accept backhanded bribes from the operators (as if that would happen 
)
