If your already booked as in transit from your home airport and onward to your destination then dont worry about collecting bags or passport control as you will do at the end of travelling.

All domestic airlines can transfer your luggage to the appropriate airline for your continuing flight. However, if you are arriving on an international flight with Qatar you will first have to get your luggage and go through customs before you can board your connecting domestic flight with Thai Airways. -Swedeman007

enter thailand in bangkok but just go to transfer section - only do security check - then go through immigration in Phuket (also international airport)
If not then you could face a long queue depending on when you land - i.e. if you have to transfer to domestic terminal which is separate from main international terminal

Different story when i flew back : i passed the immigration in Phuket ( nobody was there ) and i went directly into transit area in Bangkok.
Cheers
