I've stayed there a few times over the years. One time, they disallowed a VIP membership card I bought back in 1994. Told me the management has changed.
The PH is OK for a Saturday night stay on an overnight drive down from Bangkok. Great location and I've always gotten a booking at the last minute. Parking can be tough on Pattayaland Soi 2 though.
I've also used it as a base when just getting into town directly from overseas. I start looking for better accommodations right after I check in.
For me, the bottom line for the PH is that it is claustrophobic and cockroach-infested. The food used to be better. Now it is unappealing. I go to Palmer's, Blue Parrot, New Orleans or Bay Watch instead. I can't stay in a PH room for long. Too cluttered. The most I last in the PH is one night.
Many many better options in the general area.

ok here is an update...
i stayed at the penthouse from jan/28 until feb/11
when i was checked in i got an upgrade the room was very nice
perfect for a sex tourist. i had planed on the patong 1 room got a little
better. the owner is a top guy and will take care of you at a point in my stay
a water pipe broke over my room and at the time i had 3 ladyboys in my room .
their was no problem as they moved us very fast in to a new even bigger room.
had 2 beds and even more sex fun lol. has a nice pool for sex. both my rooms had
a health swing and a dance podium. food was very nice and the room service was fast.
oh and 2 bars down stairs the kitten club and obsessions . i spent some time in both.
