Sitting here in my hotel room on Soi 7.
Num Chai on Soi Buakaw is pretty good and very popular with the expats. It's also a few blocks North of Pook Swan. I also Like Len Kee on Pattaya Klang, between Soi Buakaw and Second Road. I think the food at Len Kee is a little better quality than the food at Num Chai, but both are good.
They are both sit down outdoor restaurants.
Some of the best upscale Thai food can be found at the Pic Kitchen, on Soi 3 (maybe Soi 4?) between Beach Road and Second Road. They have a Jazz Room and bar trimmed in teak, an elevated outdoor dining area where you sit on the floor, and an indoor aircon dining area where you sit at tables. It is just behind the Pattaya International Hospital. I highly recommend it.
Lastly, for more upscale Thai food, I also highly recommend the Sugar Hut, on the road to Jomtien. It's part of a hotel, and you have to go down a long driveway to get there. The location is truly spectacular and the food is very good.
For business meetings in Pattaya, the Pic Kitchen and the Sugar Hut are perfect.
